As the Office of the Inspector General noted, the lengthy investigations “had enormous ramifications,” since detainees “languished” in prison while waiting for their names to be cleared. 34 Despite the Inspector General’s scathing criticism of the government’s treatment of the detainees, the Department of Justice was unrepentant, issuing a public statement that it makes “no apologies for finding every legal way possible to protect the American public from further terrorist attacks.— The consequences of not doing so could mean life or death.” 35 As of October 2003, the executive branch had adopted only two of the Inspector General’s twenty-one recommendations designed to prevent a repetition of the problems documented.
